You're really asking about _aspect ratio_, but I'll touch on resolution a bit later.
1. Aspect ratio
There's no such thing as 'best aspect ratio', because aspect ratio should roughly depend on the thing you want to draw. Want to draw a group of characters? You'll have to go wide. Want to draw characters in a scene? You'll maybe have to go even wider, depending on what you have to depict. Chances are narrow aspect ratios aren't going to cut it at all. If you're drawing a single character, you can afford to go into narrower aspect ratios (although wider aspect ratios can work even in this case). Same applies for drawing the environment. Drawing a landscape? You want to use landscape. Drawing some very vertical terrain or tall things? Portrait aspect ratios.
There are some aspect ratios that are better than others, though. If you ever get to the point when you want to print art? 4:3, 3:2 and 16:9 are somewhat common nowdays, and likely 1:sqrt(2) as well (A series paper standard has this aspect ratio). Will you only ever display art on webpages? Then aspect ratio isn't that important. 16:9 is what majority of the world runs nowdays, there's some 16:10, 4:3 is on the way out and 3:2 and 4:5 are practically inexistant at this point. The only time aspect ratio becomes important is when you need to display artwork full screen on a specific display.
Exceptions apply.
2. Resolution
You want to print? You want to have mid to high quad digits. If you only have to display the artwork:
* Finished artwork should be at least 1000x1000. Anything smaller than that will be the size of a postage stamp on most monitors made in the last eight years.
* Canvas size should be a whole number multiple of the resolution you'll post online. Example: if you want to upload a 1920x1080 picture to deviantART, you should work at 3840x2160 or 5760x3240. When you're done, you should rescale your artwork to 1920x1080. When uploading to deviantART and deviantART asks you what resolution you want your image to be, you should always select 'original'.
* If you're working on an image that has a different aspect ratio than common monitor, pick a common monitor resolution and make sure the image you're uploading to the internet is exactly as wide or as tall as the resolution.
That's the rule of thumb for 'best' resolution.
